Section 13(1) in The Emergency Risks (Goods) Insurance Scheme
(1)Where the policy of insurance is in relation to goods in respect of which the person who is the owner or is deemed to be the owner thereof is compelled to take out policy of insurance in accordance with the provisions of paragraph 4, the policy shall be issued so as to take effect from the date on which he becomes so liable, or the date on which premium is paid whichever is later.
