- The Federation shall consist of eleven members as follows ;(i)Five members to be elected by the trustees of Goshalas from among themselves in the manner provided in Rule 4;(ii)five members to be nominated by the Government ; and(iii)the Registrar in the ex officio capacity as provided in Clause (c) of Sub-section (2) of Section 3.
