(2)Appointment shall be made to posts in the service on the occurrence of substantive vacancies by taking candidates alternately from the list of those who have been promoted and the list of those directly recruited so far as this may be possible. Candidates shall be taken in the order in which they stand in the list and first candidate shall be the top-most candidate on the list of those selected by promotion.
