(2)On receipt of the application referred to in sub-rule (1), the Executive Engineer or the Superintending Engineer, Planning and Designs Circle or any other officer authorised by the latter, as the case may be, shall, after an inspection of the building, renew or refuse to renew the said certificate within a period of one month from the date of receipt of the application, and
