(2)The scheme as passed or adopted by the council together with all written objections and suggestions shall thereupon be submitted to the [State Government] [The words 'Provincial Government' were Substituted For the words 'local Government' by the A.O.1937 and the word 'State' was Substituted For Provincial by the A.O.1950.] for sanction (and the fact of such submission shall be published in the prescribed manner).
