Section 19(1) in The Maharashtra Universities Act, 1994
(1)(a)Where, in a university, there is a department of library science, the head of that department, not below the rank of Reader, shall ex-officio, function as the Librarian.(b)Where, in a university, there is no department of library science, or where the head of the department is below the rank of reader, the Librarian shall be the principal officer of the university library. He shall be full-time salaried officer of the university. He shall work directly under the control of the Vice-Chancellor.
