Section 176(4) in The Punjab Motor Vehicles Rules, 1989
(4)A Regional Transport Authority or its office if so authorised by it may, by an order in writing, in emergent cases, exempt any motor vehicle for such period and subject to such conditions as may be specified, from any or all the provisions of this rule.
