- The Excise Commissioner or a Collector or any Excise of police officer, not below such rank as the Administrator may, by notification specify, may enter into and inspect at any time by day or by night any place in which licensed manufacturer carries on the manufacture of or stores any intoxicant and any place in which any intoxicant is kept for sale by any licensed person and may examine accounts and registers, and examine, test, measure or weigh any measures, weights, testing instruments, materials, stills, utensils, implements, apparatus or intoxicant found in such place.
