Section 2(1)(q) in Bihar Electricity Regulatory Commission (Levy and Collection of Fees and Charges by SLDC) Regulations, 2006

(q)"User" means the generating companies, Distribution Licensees, Trading licensees and Open Access customers who use the intrastate transmission network for the purpose of selling / procuring electricity.
