(1)No criminal lunatic or lunatic prisoner shall be transferred to any Mental Hospital unless the Medical Officer certifies immediately before his transfer that he is fit both mentally and physically for travel, and such certificate of fitness shall be sent to the Superintendent of the Mental Hospital by post. Every precaution shall be taken to secure that the criminal lunatic or lunatic prisoner is properly looked after in respect of his food, clothing and bedding as prescribed in the rules relating to transfers except that two suits of clothing shall be provided instead of one.
