Section 56(1) in Rajasthan Municipalities Act, 2009
(1)Notwithstanding anything contained in this Act, it shall be lawful for the Municipality, from time to time, by a resolution supported by not less than one-half of the whole number of members, to appoint, as members of any committee under Section 55, except the Executive Committee, any persons who are not members, but who may in the opinion of such Municipality possess special qualifications for serving on such committee:Provided that the number of persons so appointed on any committee shall not exceed one-third of the total number of the members of such committee.
