(k)establishing and managing cattle pounds, including, where the Cattle Trespass Act, 1871 (I of 1871), is in operation, all the functions of the State Government and the Magistrate of the district under Sections 4, 5, 6, 7, 12, 14, 17 and 19 of that Act;
