Section 54(1) in The Delhi Vidyut Board Rules, 1997
(1)If any certificate of any security is torn or defaced, the appropriate Registrar shall on surrender of the certificate and payment of a fee of twenty rupees, issue a new certificate to the person entitled to the surrendered certificate.
