Learned Additional Advocate General has placed on record Minutes of Meeting, which read as under:-
"Minutes of the Meeting of Equivalence of Syllabus held on 01.11.2022 at 03:00 PM under the Chairmanship of Principal Secretary (Education) to the Government of Himachal Pradesh, Shimla-2.
1. As per the directions of the Hon'ble High Court of Himachal Pradesh in CWP No. 8359 of 2021, dated 31.10.2022, a meeting was convened in the Chamber of Principal Secretary (Education) to the Government of Himachal Pradesh Shimla on 01.11.2022 at 03:00 PM. The following were present in the meeting.
1) Sh. Navneet Kapoor, Addl. Secretary (Higher Education) to the Govt. of H.P.,
2) Sh. D.K. Rattan, Secretary, Himachal Pradesh Public Service Commission,
3) Sh. Balwan Chand, Registrar, Himachal Pradesh University,
4) Dr. Harish Kumar, Joint Director, Higher Education Department, H.P.
5) Dr. Dhiraj Singh Rawat, Chairperson, Department of Bio-
Science HP University.
6) Dr. Anant Sagar, Professor, Department of Bio-Science HP University.

Accordingly, it was found that the equivalence of the syllabus with the Environment Science is quite low and does not match with syllabus of Himachal Pradesh University and UGC. The Committee further recommended that for equivalence of syllabus of two different streams should match at least more than 75%.
The equivalence of Environment and solid waste management and Solid Management Syllabus of Punjab University Chandigarh with M.Sc Environment Science of H.P. University could not be matched due to non availability of syllabus of Punjab University Chandigarh. It was directed that Himachal Pradesh University will procure the syllabus from Punjab University and will examine and report about equivalence within two weeks positively.
Keeping in view the above observations, the syllabus of M.Sc. Environment Science of H.P. University/UGC canot be considered equivalent to the subjects of other Universities as mentioned in para No.2.

Now, that the respondent University has taken up the matter frequently with the Punjab University with regard to providing the syllabus, we find that it could only be expedited, in ::: Downloaded on - 03/11/2022 20:34:45 :::CIS case, the Himachal Pradesh University deputes a special .
messenger to obtain the necessary documents, which will be provided immediately on receipt of the copy of this order and thereafter consequential action be taken within a period of two weeks.
