Section 56(1) in Andhra Pradesh Panchayat Raj (Conduct of Elections) Rules, 2006
(1)The counting of votes shall commence on the day and at the place and hour appointed in that behalf. Votes shall be counted by or under the supervision of the Returning Officer.
