(3)The Commission may, if it considers necessary, invite applications from the public fulfilling such eligibility requirements, as may be specified by the Commission from time to time for grant of licence for transmission of electricity by a public notice through issue of advertisements in newspapers always guaranteeing the principle of transparency.
