(1)No exhibition of pictures or other optical effects by means of a cinematograph or other similar apparatus for the purpose of which inflammable films are used, and no public dramatic [or circus] [Inserted by Punjab Act No. 2 of 1923.] performance or pantomine, shall be given in any municipality elsewhere than in premises for which a license has been granted by the committee under this section.
