(3)With effect from the date of appointment of the Board in respect of any port no local authority constituted under the Orissa Municipal Act, 1950 (Orissa Act 23 of 1950), the Orissa Grama Panchayats Act, 1948 (Orissa Act 16 of 1948) or the Orissa Panchayat Samiti and Zilla Parishad Act, 1959 (Orissa Act 7 of 1960) shall exercise jurisdiction within such port.
