(3)The Women's and Children's Institutions (Licensing) Act, 1956, shall not apply to any industrial school established, any industrial school or educational institution certified, any place declared as [an Observation Home], any institution or association recognised as approved place [or Observation Home or Approved Institution,] under this Act.]
