Section 17(3) in The Orissa Animal Contagious Diseases Act, 1949
(3)If after such examination the Veterinary Surgeon certifies that the animal is infective though not diseased, the animal shall be dealt within such manner as the State Government may, by rules, prescribe in this behalf.
