Section 111(1) in The Delhi Lands Reforms Act, 1954
(1)Notwithstanding anything contained in this Act, the land revenue payable by a Bhumidhar shall not be varied until the next settlement, except on the ground of increase or decrease in the area of his holding or in the productivity of the land comprised therein by fluvial action or other natural causes.Provided that the Chief Commissioner may at any time, by a notification in the official Gazette, direct that any urban area that may have developed in any par of the State be taken out of the scope of the revenue settlement for levy of special urban rates in place of land revenue.
