Section 2(8) in Tamil Nadu Private Colleges (Regulation) Act, 1976
(8)"private college" means a college maintained by an educational agency and approved by, or affiliated to, a university but does not include a college-(a)established or administered or maintained by the Central Government or the Government or any local authority, or any University; or(b)giving, providing or imparting religious instruction alone, but not any other instructions;
