(2)The inclusion of a candidate's name in the list mentioned in Clause (d) of sub-rule (1) of Rule6 shall confer no right to be appointed unless the Appointing Authority is satisfied after such enquiry as prescribed by the Government from time to time and also, as may be considered necessary, that a candidate is suitable in all respects for appointment to the service.
