Section 6(5) in Jammu and Kashmir Disaster Management Rules, 2007
(5)The State Executive Committee shall discuss the business as per agenda circulated at least 24 hours before the commencement of the meeting:Provided that in case of an emergency meeting prior circulation of the agenda shall not be mandatory.
