Section 29(a) in The Meghalaya Cinemas (Regulation) Rules
(a)In order to secure the safety of the audience, the licensee or some responsible agent or manager, duly conversant with the rules and nominated by him in writing for the purpose shall be incharge during the whole time of any exhibition and he shall be specially instructed by the licensee or such agent or manager as to their respective duties, in particular in relating to the carrying out of the requirements of these rules.
