Section 19(1) in The Orissa State Transport Appellate Tribunal Rules, 1993
(1)The notices required to be issued under these rules shall be sent to the parties by registered post with acknowledgment due as per the address furnished in the appeal or revision application. An acknowledgment containing the signature of the addressee, member of his family or his pleader or his authorised agent whom delivered or an endorsement by the postal authorities to the effect that the notice was refused by the addressee shall unless the contrary is proved be deemed to be sufficient for the purpose of service of such notice.
