(xxi)to provide for co-operation and reciprocity among colleges, institutions and laboratories and the University so as to foster the development of academic life and to ensure the fullest utilization of the teaching resources available on the recommendation of the respective Faculty Council for Post-Graduate Studies or the Council for Undergraduate Studies;
