(14)In any emergency which, in the opinion of the Vice-Chancellor, requires immediate action, he shall, subject to the control of the Chancellor, take such action which he deems necessary and shall at the earliest opportunity thereafter report his action to the Chancellor and the Executive Council and such other authorities or officers as would have, in the ordinary course, dealt with the matter :Provided that, if the authority or body concerned does not approve the action taken by the Vice-Chancellor, the Vice-Chancellor shall refer the matter to the Chancellor whose decision shall be final, and who may either confirm the action taken by the Vice-Chancellor or annul the same, or modify it in such manner as he may think fit, and thereupon, it shall cease to have effect, or as the case may be, taken effect in the modified form; so, however, that such annulment or modification shall be without prejudice to the validity of anything previously done by or under the order of the Vice-Chancellor.
