Section 2(2) in The Karnataka State Civil Services (Regulation of Transfer of Staff of Department of Technical Education) Act, 2012
(2)The Director of Technical Education shall be the competent authority to issue appointment and transfer orders in respect of all the officials coming under the Group B cadre and Group C cadre above the rank of second division Assistant.
