(18a)[ "State Government" means the Government of West Bengal in the Higher Education Department;] [Inserted by Act No. 12 of 2011, dated 25.1.2012.]Provided that no person shall be eligible to be registered under this Act unless he has graduated himself from the University at least three years prior to the date of election of members to the Court;
