47A. Cognizance of offences.
(1)No Court inferior to that of a Magistrate of the first class shall try any offence under this Act.(2)Every offence under this Act shall, for the purpose of the Code of Criminal Procedure, 1898 (5 of 1898) be deemed to be non-cognizable except the offence under section 45 (4) and 45 A (3) of the Act.(3)No prosecution for an offence under this Act shall be instituted without the previous sanction of the Registrar, and the Registrar shall not sanction the prosecution of any person unless he has given such person an opportunity of being heard.
