(4)Notwithstanding the provisions of sub-rules (1), (2) and (3) Commissioner may as a condition of a permit granted for any goods vehicle, specify the conditions subject to which a larger number of passengers may be carried on a regular or temporary basis including persons transporting dead body, provided that such number shall not exceed the area in square decimeter of the vehicle divided by sixty five.
