(2)Meeting of the Committee. - At every meeting of the Committee, the Vice-Chancellor or in his absence the Registrar or in the absence of both, the Comptroller, shall preside. The presence of at least three members shall be necessary to form a quorum for the transaction of business. Each member shall have one vote and in case of equality of votes, the presiding officer shall have casting vote.
