Section 17(1) in Tamil Nadu Local Bodies (Election of Members to the District Planning Committee) Rules, 1999
(1)If the number of contesting candidates is equal or less than the number of vacancies to be filled up in a segment, the Returning Officer shall, immediately after the publication of the list of contesting candidates, declare such candidates as duly elected and publish the same in Form-11 in the notice-board of his office.
