श्रीमती सुषमा स्वराज : अध्यक्ष जी, अभी आपने यह पढ़कर सुनाया कि the Government does not intend to place this Bill today. मेरा आपसे सिर्फ यह कहना है कि यह हाउस गवर्नमैंट की इंटैन्शन से नहीं चलता है। यह हाउस चलता है लोक सभा के संचालन के नियमों से और लोक सभा के संचालन नियम यह कहते हैं कि अगर कार्य-सूची पर कोई चीज़ लिस्ट हो जाए और सरकार उसको वापस लेना चाहे तो वह अपने इंटैन्शन की सूचना आपको देगी, और आप मोशन रखेंगी Does the Government have the leave of the House to withdraw this Bill? वह मोशन आप रखिये और उस पर आप सदन का मत लीजिए, हाँ या ना में सदन की राय लीजिए। उन्होंने आपको अपनी इंटैन्शन बता दी है। The Government is well within its right to tell the intention to the hon. Speaker. But in turn, what would the hon. Speaker do? You would put the motion to vote. Does the Minister have the leave of the House to withdraw this? और उस पर हाँ या ना में जवाब लीजिए। … (Interruptions)

श्री लाल कृष्ण आडवाणी (गांधीनगर): अध्यक्ष महोदया, विपक्ष की नेता ने एक सवाल उठाया था, जिस पर आपने निर्णय दिया, वह सही है, क्योंकि बिल इन्ट्रोडय़ूस नहीं हुआ है, इसीलिए विड्रॉल का सवाल नहीं है। लेकिन बिल लिस्टिड है और आज यदि कोई सदन की लिस्ट आफ बिजनेस देखेगा तो वह यह देखेगा कि जनता की दृष्टि से महत्वपूर्ण मामला आज जो सदन में आने वाला है, वह यह है- Civil Liability for Nuclear Damage Bill. लेकिन अचानक सरकार यह तय करती है कि हम आज इसे इन्ट्रोडय़ूस नहीं करेंगे और आपको कनवे करते हैं तो यह उनका अधिकार है, मैं उससे इंकार नहीं करता हूं। लेकिन उनका यह भी कर्तव्य है कि वह सदन को भी बताएं कि आज क्यों नहीं कर रहे हैं। सदन को बताना उनका कर्तव्य है। यदि वह उस पर पुनर्विचार कर रहे हैं, तो वह भी हम जानना चाहेंगे। वह केवल इसलिए कर रहे हैं क्योंकि विपक्ष के कुछ लोग उसका विरोध कर रहे हैं, तो यह भी पता होना चाहिए। लेकिन कुल-मिलाकर के सदन का यह अधिकार है कि उसे बताया जाए कि एक लिस्टिड बिजनेस पोस्टपोन क्यों की जा रही है। इतना ही मेरा निवेदन है। यदि आज भी बैठे हुए मंत्री बता दें तो बहुत खुशी होगी। लेकिन सरकार को सदन को बताना चाहिए कि लिस्टिड बिजनेस को चेंज क्यों किया जा रहा है?
