(1)These rules may be called the Conduct of Elections Rules, 1961.(2)They shall come into force on the 25th day of April, 1961:Provided that these rules shall not apply to or in relation to any election called but not completed before that date and the Representation of the People (Conduct of Elections and Election Petitions) Rules, 1956, shall continue to apply to or in relation to any such election as if these rules had not been made.
