Section 93C(35) in Rules Framed by Board of Revenue under section 90
(35)The licensee shall sell ganja to the wholesale dealers of only that area which may be allotted to him by the Excise Commissioner and no ganja shall be delivered to any purchaser except in the presence of the Officer In Charge of the warehouse where the ganja is stored.
