Section 30 in The Madhya Pradesh State University Service Rules, 1983
30. Interpretation.-
If any dispute as to the liability of a University for payment of salary, traveling allowance, provident fund or any other dues to a member of the Service or if any dispute or difficulty arises regarding interpretation of any of the provisions of these rules, the same shall be referred to the [State Government]whose decision thereon shall be final.
