Section 18(1) in The Andhra Pradesh Land Reforms (Ceiling on Agricultural Holdings) Rules, 1974
(1)Before according any sanction for prosecution under the Act, the District Collector shall, issue a show cause notice to the person who is proposed to be prosecuted giving him an opportunity or making a representation in writing, and consider such representation and where the District Collector is satisfied the prima facie the person has committed the offence wilfully and without reasonable cause or excuse and that the person should be furnished in the interest of justice, he shall accord the sanction for taking cognizance of the offence by the Court.
