14. Opening of the cover.
- The Returning Officer shall open the outer envelops immediately after the appointed time for closer of voting on the date fixed for the poll at the place to which the envelops are addressed to him.Any candidate may be present in person or may sent a representative duly authorized by him in writing to be present at the time when the outer envelopes are opened.
