Section 554(4) in The Orissa Municipal Corporation Act, 2003
(4)It shall be in the discretion of the Commissioner, -(a)to grant any licence referred to in Sub-section (1), subject to such restrictions or conditions, if any, as he may think fit to impose; or(b)to withhold any such licence.
