Section 19(1) in U.P. Kshettra Panchayats (Conduct of Proceedings) Rules, 1962
(1)Subject to the conditions hereinafter appearing, any member may move a non-official resolution relating to a matter concerning the administration of the [Kshettra Panchayat] [Substituted by U.P. Act No. 9 of 1994.].
