Section 28(2) in Bihar Sports (Registration, Recognition and Regulation of Associations) Act, 2013
(2)No Sports Association shall be entitled to use the expression 'Bihar' or use the name of a District as part of its name or undertake any Sports activity which results in representing the State of Bihar or a District as an affiliated unit of any National Federation, Board, or Association purporting to represent India, or in any other manner whatsoever, unless such Sports Association is registered as a State Level Sports Association under this Act and is affiliated to Bihar State Sports Council.
