Section 12(a) in The Andhra Pradesh Prevention Of Anti-Social And Hazardous Activities Act, 1980
(a)upon a report in writing of the facts constituting such offence made by an officer-incharge of the police station; or (b) upon information received from any person other than an officer-incharge of the police station, or upon his own knowledge or suspicion, that such offence has been committed.
