Section 39(b) in Rajasthan Agricultural Loans (Taqavi) Rules, 1958
(b)that if it be proved to the satisfaction of the officer granting the loan that any part of the loan has been applied to any purpose other than that for which it was granted or in, the case of loan of Class I, if the whole or any part of the improvement is not completed by the time specified in the order granting the loan, then the whole of the loan and the interest (if any) chargeable thereon, shall be recoverable forth with;
