Section 10(3) in The Punjab Homoeopathic Practitioners Regulations, 1974
(3)No person shall be recruited to the Service by the direct appointment, unless he produces a certificate of character from the principal academic officer of the university, college, school, or institution last attended, if any, and similar certificates from two responsible persons, not being his relatives who are well acquainted with him in his private life and are unconnected with his university, college, school or institution.
