11. Penalties.
- if any competent authority or any officer makes an order of posting or appointment or transfer in contravention of the provisions of this Act or the rules made thereunder , such competent authority or officer as the case may be, shall be liable for disciplinary action under the disciplinary rules applicable to civil servants.
