Section 13(1) in The Punjab Standards of Weights and Measures (Enforcement) Rules, 1993
(1)Every manufacturer or repairer of, or dealer in, weight or measure licensed under the Act and these rules shall maintain a register in the appropriate form set out in Schedule XII. [Sections 23 and 72(2)(1)]
