Blending or reduction of plain spirit is permitted in the store vats, provided the blending and reduction is done in the presence of the inspector and under his supervision. Any other blending or reduction as is desired may be done at the time of issue in the special issue-room mentioned in Rule 103 below. Water used for reduction must be pure, and the licensee must comply with the directions of the Collector regarding the water supply.
