Section 4(e) in The Rules for Payment Of Grant-in-Aid to Non-Government Educational, Cultural & Physical Education Institutions, 1963
(e)No persons on the staff of the institution shall be dismissed or removed or reduced in rank until he has been given a reasonable opportunity of showing cause against the action proposed to be taken in regard to him provided that this clause shall not apply:-(i)Where a person is dismissed or removed or reduced in rank on the ground of conduct which led to his conviction on criminal charge: or(ii)Where it is not practicable to give that person an opportunity of showing cause and the Department's consent has been obtained before the action taken.
